On behalf of the Department of Information Technologies and Digital Development of the Khanty-Mansiysk Autonomous Okrug – Ugra I'm greeting the organizers and attendees of the 5th Federal IT Forum of the Russian Oil & Gas Industry (Smart Oil & Gas 2019)!

During the years passed the Forum became an established fairground for discussion of the key developments of the oil and gas sector, for presentation of the best corporate practices, and creation of innovative ideas.

The Department of Information Technologies and Digital Development of the Khanty-Mansiysk Autonomous Okrug – Ugra for not a single year is raising the points of IT application for oil and gas industry needs at the International IT-Forum with BRICS and SCO Participation in the city of Khanty-Mansiysk. I wish the colleagues at Smart Oil & Gas 2019 to find, as a result of professional discussions, the useful solutions for oil and gas sector digitalization, creation of dynamic digital models of the oil fields and intellectualization of all the processes of exploration, extraction and transportation.

I'm sure Smart Oil & Gas 2019 forum will happen at a high level and allow to define the key directions for the innovative development of the Russian oil & gas industry, as well as enhance cooperation between the public sector and businesses.

I wish to all Forum participants a fruitful work and effective collaboration!

Digital Transformation
With an Eye To Core Business

The 5th Federal IT Forum of Russia's Oil & Gas Industry Smart Oil & Gas, which took place on September 26-27, 2019 in Saint-Petersburg, has demonstrated that the emphasis of the digital transformation is shifting from data and technologies to addressing the tasks of core business.
The focus on production tasks was also highlighted by the venue design of Smart Oil & Gas 2019, featuring Soviet posters on labor and worker's safety, a photo wall made of enlarged newspaper "Trud" dated September 3, 1967 (Day of Oil & Gas Workers), delegate bags made of crafted paper, and promotion personnel and hostesses were wearing work jumpsuits with forum's logo on them.
The 5th Federal IT Forum of Russia's Oil & Gas Industry Smart Oil & Gas kicked off with the session entitled Global Vision, which featured high-profile visionary speakers from the West (IBM), East (Infosys), and Russia – OIS (NV-ASUproekt Ltd), the first and so far only Russian and country-level company, whose product was included into SAP's global price list (SAP UFAM by OIS).
There are three things that make this forum different from its peers. The first one is its practical focus, the second distinguishing thing about the forum is its systemic approach, and the third is a very long-term focus

The idea that oil and gas companies have always been on the edge of technology, being one of the first implementers of innovations among all industries, threaded the whole discussion. Surgutneftegaz's Rinat Gomranov resumes: "We have been talking about digitalization for so many years, yet in the marketing field here and there you hear that this oil & gas company or another "lacks sufficient digitalization". And now we are apparently expecting a "digital revival". Our industry has always kept an eye on innovations and implemented them. The term "digital field" came on 20 years ago. We need to become pragmatic about "digitalization" and start working with simple and efficient solutions."
In fact, we are talking about re-implementation of the current IT systems according to the business request, or – in other words – about the classic automation

The busy agenda of Smart Oil & Gas 2019 included 15 sessions on such hot topics, as "Digital transformation: approaches, success stories and unique technologies", "Digital field", "Digital Plant", "Gas filling station of the future", "New telecom technologies (Wi-Fi 6, IoT, LTE-based PMR, outlook for corporate 5G networks) serving the needs of oil & gas companies", "Artificial Intelligence and Oil & Gas: specifics of application at hazardous facilities, role of AI in decision making", "Partnerships and platform cooperation of oil & gas industry players, digital solution providers and government", "Corporate IT systems, digital platforms, data management", "Digital technologies for supply chain and procurement management", "IT-service companies of industrial giants: unique in-house know-how, insourcing and outsourcing". Day 1 of the forum concluded with awards ceremony for winners of the 11th contest "Best IT Projects for Oil & Gas Industry".
Same as in 2018, the Strategic Partners of Smart Oil & Gas 2019 were Gazprom Neft, Lukoil and Sibur, while the exclusive status of "Partner region" was awarded to Khanti-Mansi Autonomous District – Yugra, where 43% of all Russian oil is produced.
The term "digital field" emerged some 20 years ago. We have to get onto pragmatic approach to "digitalization" and to interaction with simple and effective solutions

General Exponents were IBM, ITPS, Simpl and 1С, while Atos, AMTEL-SVYAZ, SNH MeisterSoft, MOXA, TRBOnet (NEOCOM), Atom Security (StaffCop) and NPF Paker were Special Exponents. Among other exhibitors there were TLS ("Technology of Logic Systems"), Borlas, NAUKA LLC, "MBR Teleration", OS Group, PostgresPro, Master cloud, and Infosys, which also presented their solutions for oil & gas industry.

The Forum was endorsed by the Association of business process management professionals (ABPMP Russian Chapter), Association of IoT Market Players (iotas), the Sozvezdie Association, International Association of Business and Scientific Cooperation in Geophysical Downhole Research and Development, the Domestic Software Association, the Association of IT Security Directors, the non-profit association of independent oil producers (AssoOil), Astra Strategic Outsourcing Association, the Association of Equipment Manufacturers "New Technologies for Gas Industry", non-profit partnership RUSSOFT, the Business Anger Association (SOBA), and the National Association of Oil & Gas Services.
The 6th Federal IT Forum of Russia's Oil & Gas Industry Smart Oil & Gas will take place in Saint-Petersburg in September 2020. The dates will be announced later
In his keynote speech which opened Smart Oil & Gas 2019, Board Member and Deputy CEO for Organizational Affairs of Gazprom Neft PJSC Kirill Kravchenko said: "There are three things that make this forum different from its peers. The first one is its practical focus. There are various conventions both abroad and in Russia (such as the Tyumen Oil & Gas Forum), which pay a lot of attention to theory and policies. But this is not the case with this forum, which really gathers gurus and experts that will discuss application [of IT products and digital technologies] in real life. The second distinguishing thing about the forum is its systemic approach, and the third is a very long-term focus."
Pavel Tsiporin, Director of Department of IT and Digital Development of Khanti-Mansi Autonomous District, who delivered words of welcome on behalf of the Partner Region, pointed out that: "Over the years, Smart Oil & Gas has become a high-profile platform to discuss key development areas in the oil and gas industry, showcase best corporate practices and generate innovative ideas."
In 2019, the plenary discussion, traditional for Smart Oil & Gas, gathered Andrey Belevtsev, CDO of Gazprom Neft PJSC and Co-Chairman of Industry Task Team (ITT) "Digital Oil & Gas", Alexander Podolskiy, Lukoil's Head of IT Department; Surgutneftegaz' Head of IT Department Rinat Gimranov; Head of IT Department of Gazprom International B.V. Andrey Mukhortov, and Shell Russia's Head of IT Mikhail Pokutniy. All panelists agreed that digital projects should be ordered by businesses, and the effect from digital transformation needs to be measured. However, some believe that the return on investment can be evaluated immediately, while other speakers suggest that such effect is cumulative and spans the company's business in general.
